West Coast Port Negotiations Causing Delays at LA-LB Marine Terminals

Delays at the Los Angeles and Long Beach (LA-LB) ports have taken place over the last week, according to the Pacific Maritime Association (PMA).

MEAL BREAKS CAUSE DELAYS AT LA-LB PORTS

In response to the continuous negotiations between PMA and Local 13 of the International Longshore and Warehouse Union (ILWU) and unresolved fundamental issues (wages and pension benefits), longshore workers have not been staggering their meal breaks as usual.

The situation has caused periods of inoccupancy at the docks, creating cargo handling interruptions and delays. Due to the contractual circumstances, PMA cannot legally require the longshore workers to comply with the meal break schedule.

“Because the contract is not in place, there is no option for PMA to arbitrate the matter and require the union to man the terminals continuously without interruption.”

In order to avoid these delays, Transpacific imports into the West Coast may be rerouted to the East and Gulf coasts. While these delays have become a recent concern, dwell times remain low and consistent based on Green’s weekly Freight Marketreport.
